По имеющимся у Bloomberg данным, официальные представители Белого дома пытаются воздействовать на членов Конгресса США с целью воспрепятствования принятию закона, получившего наименование GAIN AI Act. Соответствующая инициатива подразумевает, что передовые чипы американского происхождения будут в первую очередь доставаться американским компаниям. Кроме того, американские законодатели начали разрабатывать меры, которые в будущем лишат Китай возможности получать более производительные ИИ-чипы из США, чем те, что отгружаются в настоящий момент — сроком на 30 месяцев. Другими словами, американские законодатели пытаются закрепить за местными компаниями фору в два с половиной года по сравнению с китайскими с точки зрения доступа к новейшим ускорителям из США.
Напомним, что Nvidia в качестве весьма заинтересованной в поставках своей продукции в Китай компании не раз публично выражала солидарность с либеральной политикой в сфере экспортного контроля, поясняя, что запрет лишь создаст условия для создания Китаем более эффективных решений и позволит ему обойти США в гонке ИИ. Когда американские законодатели начнут обсуждение обоих законопроектов, пока не уточняется. Действующее законодательство США, в любом случае, накладывает серьёзные ограничения на поставку передовых чипов за пределы страны. Китаю положены только строго ограниченные по уровню быстродействия ускорители, причём и их поставки на несколько месяцев в этом году попадали под запрет. В целом, для отгрузки передовых чипов за пределы США экспортёры должны получать специальные лицензии Министерства торговли, ограничения действуют в отношении около 40 стран мира.
Трамп предлагал разрешить Nvidia поставки в Китай ограниченных по быстродействию ускорителей H20 с архитектурой Hopper, в обмен на 15 % от профильной выручки, он делал подобное предложение и в адрес AMD, но на бумаге они так и не были закреплены. Министр финансов США Скотт Бессент (Scott Bessent) в этом месяце также заявлял о готовности властей страны разрешить поставки в Китай устаревших ускорителей Nvidia, если они будут на несколько поколений отставать от самого актуального. Одна из таких инициатив может быть утверждена после обсуждения законопроекта в Конгрессе, как поясняет Bloomberg.
